Die Errichtungskosten von passiven Leitungsnetzen bewegen sich etwa in der Größenordnung von 2/3 der Gesamtinvestitionen für diese Netze. Dementsprechend ist der Schwerpunkt der Planungs- und Engineeringaufgaben auf folgende Punkte fokussiert:
